A pedagogical experiment on the urban development of the city of Mostaganem, oscillating between planned urban sprawl and spontaneous political decisions, enabled us to identify a phenomenon assimilated to diglossia.
This phenomenon is reflected in the emergence of disjunctions in the interactions between thinkers and decision makers of the city because, in the same way that is mixed and confronted in the Algerian Arab society dialectal, French and Arabic literary in different social and political manifestations, urban planning is developing without milestones, between obsolete urban planning tools and populist autocratic decisions.
Therefore, it is a question of the prestige granted to one or the other channels of decision-making and their legitimation. Thus, we will sometimes notice the legal provisions of an urban-planning tool that are subordinated to the informed vision of the decision-maker. The first, although regulatory and operational, is considered outdated and dehumanized in comparison with the political decision, which is admittedly discretionary but progressive.
The experience described in this article adopts a methodology borrowed from the systemic modeling of relationships. This is an urban planning scenario designed to restrict diglossia through the recursion of emerging properties resulting from feedback loops. While incorporating the basic principles of systemic thinking, a decision support tool is proposed to unite diglossic actors under the principle of systemic totality. It indicates the purpose of the process of composition of the city by homeostasis.
